PREPAREDNESS
Building Capability Throughout the Network
The Prepared Majority builds preparedness by developing capability throughout the Network.
TPM establishes a common preparedness framework, provides training and resources, connects expertise, helps identify capability gaps, and develops shared capabilities at the level where they can be most effectively maintained and used.
Preparedness begins with personal responsibility. Every individual and household forms part of the foundation upon which the larger Network is built.
Basic preparedness begins locally. Network preparedness is something we build together.

THE TPM PREPAREDNESS MODEL
Build Capability at the Lowest Practical Level
TPM uses a layered preparedness model. Capabilities should generally be developed at the lowest practical level where they can be effectively maintained, sustained, and used.
Build capability at the lowest practical level. Share capability where it makes sense. Maintain redundancy where resilience requires it. Use the Network when requirements exceed local capability.

BASIC PREPAREDNESS
Individual and Household Responsibility
The foundation of TPM preparedness is the Individual / Household level.
Individual and Household preparedness are based upon the same TPM Basic Preparedness concept.
Same Standard. Scaled Requirement.
An individual's preparedness is scaled to that person's circumstances and responsibilities. For a household, that preparedness responsibility scales to the people and requirements of the household.
TPM provides the framework, education, guidance, training, and resources that help members establish and sustain preparedness.
The Network builds upon prepared individuals and households. It does not replace their responsibility to prepare.

BUILDING CAPABILITY THROUGH THE NETWORK
Each Level Adds Capability
TPM COMMUNITY
Collective Capability
Communities combine people, skills, knowledge, resources, communications, equipment, and trusted relationships to build capabilities beyond what every household should maintain independently.
Community supplements Basic Preparedness. It does not replace it.
TPM AREA
Shared Capability & Community Support
Areas connect multiple Communities and provide capabilities, resources, expertise, training, and support that are more effectively shared across the Area.
TPM STATE
Statewide Capability & Area Support
States connect Areas and provide statewide interoperability, communications, specialized expertise, logistics, training, preparedness planning, and cross-Area support.
TPM REGION
Regional & Specialized Capability
Regions connect States and provide broader interoperability, specialized capabilities, communications, logistics, continuity, training, and cross-State support.
NATIONAL TPM NETWORK
Network-Wide Capability & Support
National capabilities are those most effectively developed once, standardized nationally, or maintained for the benefit of the entire Network.

THE COMMON PREPAREDNESS FRAMEWORK
Common Capabilities. Local Solutions.
TPM's Common Preparedness Framework provides a consistent approach to preparedness across the Network while allowing solutions to reflect local circumstances.
Geography, climate, infrastructure, hazards, resources, transportation, and available expertise vary across the country. The solution should therefore be adaptable even when the required capability is common.
STANDARDIZE THE CAPABILITY.
ADAPT THE SOLUTION.
Capability Awareness
TPM also works to understand:
Know the capability. Know the gap. Build or connect the solution.
DEVELOPING AND SUSTAINING CAPABILITY
Building Capability Is Only the Beginning
Preparedness capabilities must remain usable over time. People change. Skills degrade. Equipment requires maintenance. Supplies are consumed. Technology changes. Plans become outdated.
TPM therefore uses a continuous capability-development approach.
Training develops knowledge.
Practice develops competence.
Exercises test capability.
Sustainment preserves readiness.
Improvement strengthens the Network.
The purpose of training is demonstrated capability.
One Community learns. The Network improves.

SHARED CAPABILITY & NETWORK SUPPORT
Self-Sustaining Does Not Mean Isolated
No part of TPM can reasonably maintain every capability it might ever need.
When local requirements exceed available capability, support should come from the closest appropriate and available capability within the Network.
Needs don't simply move up. Resources don't simply move down.
Skills, expertise, information, equipment, and other capabilities should move through the Network toward where they are required when conditions permit.
Appropriate Redundancy
TPM avoids unnecessary duplication while maintaining appropriate redundancy for critical capabilities. Efficiency should not create unnecessary single points of failure.
COMMUNICATIONS ENABLE PREPAREDNESS
A Resilient Network Requires Resilient Communications.
Communications occupy a unique role within TPM. They are both a preparedness capability and a core enabling function of the Network.
TPM's objective is not dependence upon one communications system. It is the ability to maintain essential information flow when conventional systems are degraded or unavailable.
PREPAREDNESS CREATES THE RESILIENT NETWORK

Standards • Infrastructure • Connectivity • Interoperability • Expertise • Mutual Support
TPM is not building a Network in which every Community depends upon the National organization for preparedness.
Capability is deliberately distributed throughout the Network.
THAT IS NETWORK RESILIENCE.
BUILD CAPABILITY. STRENGTHEN THE NETWORK.
Preparedness begins with responsibility. Capability grows through training, practice, resources, and trusted relationships. Communities bring those capabilities together. Areas, States, and Regions expand what can be developed and shared. The National TPM Network provides the standards, infrastructure, interoperability, and support that connect it all.
A RESILIENT PREPAREDNESS NETWORK.
